The Regional Network prepared The Strategic Plan for the period 2016 - 2019. In addition to the Strategic Plan we are made Framework for fundraising plan 2016 -2019 and Capacity Development Plan 2016 - 2019 and also Capacity Assessment Report for 2015.

The Annual Report of the Regional Network 2014

Regional Network for Children Involved in the Life and/or Work on the Street with all challenges worked on increasing the visibility of services for children involved in the life and/or work on the street and children at risk. Members of the Regional Networks were provided valuable support to children, promoted their rights. The Network has encouraged the interconnection of members, as well as connecting them with resources in the local community. The Annual Report of the Regional Network in 2014 is present individual results of the members and their joint action.

International Conference Conclusions, April 2015

“Towards a sustainable and quality systems for support to street involved and at risk children in South East Europe” 

A one-day international conference on children involved in the life and / or work on the street was held on April 16th, 2015 in Sarajevo, for the first time in Bosnia and Herzegovina. It was organized by the Regional Network for children living and working on the street (hereinafter Regional Network) in cooperation with Save the Children, with the financial support of Norwegian Ministry of Foreign Affairs. The conference was also supported by the Ministry of Security of Bosnia and Herzegovina.

The aim of the conference was to gather the representatives of national institutions, including ministries, civil society organizations and international organizations, as well as renowned experts from Bosnia and Herzegovina, Serbia, Albania and Macedonia, to discuss the possibilities of solving the system of services, for children involved in the life and / or work on the street and children who are at risk, which would be designed and implemented in a spirit of children's rights. In addition, the intention is to present the positive practices applied in work with this population of children.

The conference was attended by over 90 participants from the region (Serbia, Bosnia and Herzegovina and Albania), who adopted the following conclusions during the conference:

1. Systematically solving the provision of care for children involved in the life and / or work on the street and children at risk;

2. To improve the practice of functioning, but also the diversity of Day Care Centers services;

3. Systematically introduce children involved in life and / or work on the street and children at risk into the system of social protection, in order to protect children, but also their re-socialization and reintegration;

4. Civil society organizations (NGOs) cannot be the only ones responsible and committed to resolving this issue, and in this connection, it is necessary to open a budget line at the local level, intended for financing the work of Day Care Centers for children involved in the life and / or work on the street and children at risk.

5. Improve the system of forming mobile teams concerning solving the problem of children who live and / or work on the street and children at risk, taking into account local specificities and experiences of service providers (e.g., municipal mobile teams, etc.), with the expansion of activities to the families from which the children come.

6. Improve the system of cooperation of the custody and civil society organizations (NGOs) regarding the protection of children involved in life and / or work on the streets and children at risk;

7. Critically consider the regulation which establishes that areas, where services of care for children who live and / or work on the streets and children at risk are provided, must be "business premises";

 8. Integrate the minimum standards for Day Care Centers, as well as standards for field work in the bylaws, develop other support services that would be complementary to work of Day Care Centers such as drop in centers/ shelters, counseling areas, mobile teams, etc. and to develop the minimum standards for those services that are non-standardized.

 9. Encourage the adoption of the Protocol to deal with cases of begging, vagrancy, labor exploitation and other forms of abuse of children;

 10. Sensitize the Police authorities to work with children involved in life and / or work on the street and children at risk, in accordance with the Law on Protection and Treatment of Children and Juveniles in criminal proceedings;

11. Initiate establishment of a system of "Regional Network of Volunteers" who work with children involved in life and / or work on the street and children at risk, direct conclusions to Government coordinators for combat human trafficking and to draw attention to the significance of these activities.

12. Improve legal framework that incriminate labor exploitation and neglect;

13. Encourage and develop programs to strengthen families at risk;

14. Investing in children, their upbringing and socialization is the most cost-effective investments in companies that care about their future.

Advocacy strategy

Regional Network for Children Living and Working on the Street adopted a Advocacy strategy for a period of three years starting from January 2015. The strategic objectives are consistent with the values, mission, vision and principles of the Regional Network. Our overall goal is to improve the position of children and young people living or working on the streets. To achieve this overall objective Strategy defines specific objectives: To improve the sustainability of the services and programs implemented by members of the Regional Network, and to expand the Regional Network; Improve the quality of services and programs for children and youth living and/or working on the streets. Also Strategy defines, that after its adoption, we should draw up action plan with clearly defined the time frame (the dynamics) planned activities, as well as determine the responsible actor for these activities; and each member of the Regional Network need to have a detailed plan of activities related to it.
